Hometown Heroes Jacksonville buyers have been waiting on this money since the 2025 round was fully committed, and the 2026 program opened on July 13. It offers up to $35,000 toward your down payment and closing costs. Here is the part people get wrong: it is not a grant, and it is not open to every job. Both facts matter before you start shopping. Available for qualified borrowers. Program guidelines apply. All loans subject to credit approval.

Quick Answer: What Is the Hometown Heroes Program?

Hometown Heroes Jacksonville buyers use a down payment assistance program run by the Florida Housing Finance Corporation. See our Hometown Heroes program page for full details. If you work full-time for an eligible Florida employer and you are buying your first home, you can receive 5% of your first mortgage amount toward your down payment and closing costs. The minimum is $10,000 and the cap is $35,000.

The assistance is a second mortgage at 0% interest with no monthly payment. You do not pay it monthly. You do pay it back eventually.

What Changed for 2026

The 2026 program opened on July 13 with a fresh round of funding. It sounds like a lot of money. It goes faster than people expect, because it is first come, first served across the entire state.

For Hometown Heroes Jacksonville applicants, one rule catches people mid-transaction: you cannot switch an existing reservation into Hometown Heroes. If you are already reserved under another Florida Housing program, you are in that program. That decision gets made up front, not later.

Funding is finite and it moves daily. Check current availability before you count on it.

How the Money Actually Works

This is where I spend the most time correcting assumptions.

What people assume What is actually true
“It’s a grant.” It is a second mortgage. Non-forgivable.
“I’ll have two payments.” No monthly payment on the second. 0% interest, deferred.
“I never pay it back.” Repaid in full when you sell, refinance, transfer the deed, pay off the first mortgage, or stop living there.
“I get the full $35,000.” You get 5% of the first mortgage amount, floored at $10,000 and capped at $35,000.
“It covers the down payment only.” It can go toward down payment and closing costs.

Because of the $10,000 floor, smaller loan amounts get more than 5%. On a modest purchase price that is a meaningful edge.

The deferred setup is useful. But understand you are taking on a lien that has to be satisfied later. That is a fair trade for most first-time buyers. It is not free money, and anyone who says otherwise has not read the papers.

Hometown Heroes and Florida Housing: Your 4 Options in Plain English

North Star Mortgage Network offers four Florida Housing down payment assistance options. They all work the same basic way: the help is a second mortgage with no monthly payment and no interest, and you pay it back only when you sell, refinance or move out. What changes from one to the next is how much help you get and whose income counts.

OptionHelp toward your down paymentWhose income countsGood fit when…
Standard Bond$10,000Everyone 18+ living in the home (we review 3 years of tax returns or transcripts)Any first-time buyer under the household income limit. You do not have to work full-time, and retirees qualify.
Standard TBA$10,000Only the income on the loan application. We can count salary and commission and leave out overtime or bonus.First-time buyers whose full household income would be over the Bond limit. TBA limits are higher.
Hometown Heroes Bond5% of the loan ($10,000 minimum, $35,000 maximum)Everyone 18+ living in the homeEligible Florida workers (list below) under the household income limit.
Hometown Heroes TBA5% of the loan ($10,000 minimum, $35,000 maximum)Only the income on the loan application. A spouse can be left off, and we can leave out overtime or bonus.Eligible Florida workers whose household income is too high for the Bond option. TBA limits are higher.

Rules that apply to all four

  • The program minimum credit score is 640, and total monthly debts can generally go up to 50% of income. Lender overlays may be stricter.
  • Everyone who will live in the home must be a first-time buyer (no ownership in the last three years), including a spouse who is not on the loan. A co-signer who will not live there does not have to be.
  • One buyer takes a homebuyer education class (not required on VA loans).
  • Works with FHA, VA, USDA and conventional first mortgages. Conventional is limited on some TBA options, so we match the right loan to the right option.
  • Income and purchase price limits are set by county and change each year. Funds are limited and can run out.

Who counts as a Hometown Hero

At least one buyer must work full-time for a Florida-based employer in one of these fields:

  • Health care: hospitals, physician offices, assisted living, mental health and other health care facilities.
  • K-12 schools: public, private, charter or magnet (college and university staff do not qualify).
  • Fire and EMS: fire departments, ambulance services, hospital-based EMS.
  • Law enforcement and corrections: local, county, state or federal law enforcement, juvenile detention, corrections and emergency operations centers (TSA does not qualify).
  • Courts: county, state or federal courts, court administration, State Attorney and Public Defender offices.
  • Child care: licensed (or license-exempt) Florida child care facilities.
  • Military: active-duty service members qualify without the Florida-employer rule. Veterans qualify in any job, as long as they work full-time for a Florida-based employer.

The “Florida-based” rule trips people up. Your employer needs a physical location in Florida, and you need to work at or report to it. Fully remote workers do not qualify, even if the company has a Florida office. Hybrid workers qualify only if they’re on site at a Florida location at least three days a week. Self-employed buyers need a CPA, bookkeeper or tax preparer letter confirming full-time work; your own letter is not enough.

A tip most buyers never hear: if your income is below 80% of the area median and you use a conventional loan on certain options, you may get reduced mortgage insurance and better pricing. We check that for you automatically.

Which option is right for you? You do not have to figure it out. We run your numbers against all four and show you side by side which one fits your situation. Call 904-880-6741 or request a quote.

What is the difference between a Florida Housing Bond loan and a TBA loan?

Both come with the same no-payment, 0% down payment assistance. The difference is whose income counts and how high the limits are. Bond loans count the income of everyone 18 and older living in the home and have lower income and loan limits. TBA loans count only the income on the loan application, can leave out overtime or bonus, and have higher limits. North Star Mortgage Network checks your numbers against all four options and tells you which one fits. Program guidelines apply and may change.

Can my spouse be left off a Hometown Heroes loan?

On the Hometown Heroes TBA option, yes. TBA counts only the income of the people on the loan application, so a spouse who is not on the loan does not count toward the income limit. On the Bond options, everyone 18 and older in the household counts, including a spouse who is not on the loan. Every person living in the home must still be a first-time buyer (no ownership in the last three years). Program guidelines apply and may change; all loans subject to credit approval.

Do I need to work full-time for a Florida employer to use Hometown Heroes?

Yes. At least one buyer must work full-time in an eligible job for an employer with a physical location in Florida, and must work at or report to that Florida location. Fully remote workers are not eligible; hybrid workers who split time at a Florida office are. Self-employed buyers need a letter from a CPA, bookkeeper or tax preparer confirming full-time work. Active-duty service members are exempt from the employer rule; veterans must work full-time for a Florida-based employer in any job. Program guidelines apply and may change.

Available for qualified borrowers. Florida Housing program guidelines apply and may change; lender overlays may be stricter. Down payment assistance funds are limited and programs can pause. Rates and terms are subject to change. All loans subject to credit approval. Who Qualifies for Hometown Heroes Jacksonville

Eligibility runs on your occupation and your employer. For 2026 the eligible categories are:

  • Healthcare workers — hospitals, physician practices, assisted living, mental health, and licensed healthcare facilities. Nursing, therapy, behavioral health, pharmacy, and physician roles are included.
  • K-12 school staff — Florida-based public, private, charter, or magnet schools. Not only teachers. Aides, counselors, media specialists, food service, and custodial staff are on the list.
  • First responders — fire departments, ambulance services, and hospitals.
  • Public safety — law enforcement at any level, juvenile detention, corrections, emergency operations, and 911 dispatch.
  • Court system employees — courts, court administration, State Attorney’s Office, Public Defender’s Office.
  • Childcare workers
  • Military and veterans — active duty and reserve across the branches, including the Florida National Guard, and veterans discharged under other than dishonorable conditions.

The official list runs well past 50 job titles and says “including but not limited to.” If your role sits near one of these categories, it is worth asking rather than assuming you are out.

Hometown Heroes for Military Families and Veterans in Jacksonville

Northeast Florida has one of the largest military communities in the state, and Hometown Heroes can help. Here’s how the 2026 rules apply:

  1. Active duty, Reserve and Florida National Guard: Eligible through your service, including sailors at NAS Jax and Mayport, Marines at Blount Island, and Guard members at Camp Blanding.
  2. Veterans: Eligible with a discharge other than dishonorable, and full-time employment with a Florida-based employer.
  3. First-time buyer rule: Veterans and active-duty members are generally exempt, so owning a home before doesn’t automatically rule you out. Your lender confirms this for your financing option.
  4. Pairs with VA: Hometown Heroes can be used with a VA, FHA, USDA or conventional first mortgage. On a VA loan you may not need money down, so the assistance can help with closing costs, subject to program rules.
  5. Homebuyer education: At least one borrower usually completes an approved course before closing; some military and VA exceptions apply.
  6. Income and price limits: Set by county and household size. We check yours before you write an offer.

Program guidelines apply and may change. Funds are limited. Available for qualified borrowers. All loans subject to credit approval.

The Employment Rules That Trip People Up

These details sink Hometown Heroes Jacksonville files late. They are the reason to check before you write an offer.

  • Full-time only. Generally 35 hours a week or more. Part-time does not qualify.
  • Currently employed. A job you start next month does not count today.
  • Florida-based employer with a physical location. A brick-and-mortar place you work from or report to.
  • Fully remote employees are not eligible. This surprises people constantly. If you work from home for an out-of-state company, this program is not available to you.
  • Hybrid works only if you are on site at least three days a week.
  • Only one borrower needs an eligible job. Your spouse can work in any field, or not work at all, as long as you clear the income limits together.
  • Self-employed buyers need outside proof. A letter from a CPA, bookkeeper, or tax preparer confirming full-time work. Your own letter will not be accepted.

The Other Requirements

  1. First-time buyer. Generally means you have not owned a primary residence in the past three years. Veterans and active-duty service members are generally exempt from this rule. Your lender confirms it for your financing option.
  2. Credit score. A 640 minimum credit score applies to all Hometown Heroes options.
  3. Income limits. These vary by county and household size, and there are two versions of the program with different income tests. One counts only borrower income. The other counts full household income and has lower limits but opens more loan options. Your county limit has to be checked against your specific file. Do not trust a number you read on a blog, including mine.
  4. Homebuyer education. A HUD-approved class, finished before closing.
  5. Owner-occupied only. You must intend to occupy the home as your primary residence within 60 days of closing.
  6. Property types. Single-family homes, townhomes, condos, and manufactured homes on a permanent foundation are generally eligible.

Program guidelines may change, and some lenders set stricter rules than the agency. Available for qualified borrowers.

If You Do Not Qualify, You Are Not Out of Options

Plenty of buyers miss on job type, income, or the remote-work rule. The Florida Bond program and other Florida Housing options run through the same standard programs, including Florida Assist at up to $10,000 and the Florida Homeownership Loan Program at $12,500. Those do not carry the Hometown Heroes occupation requirement, but they do not work the same way: one carries a monthly payment and the other does not. A third option, the PLUS second on conventional loans, is the only one of these that is forgivable. We lay them out side by side in FL Assist vs. FL HLP vs. PLUS: Florida DPA programs compared.

There are also lender-side and national down payment assistance options outside Florida Housing entirely. Missing on one program is not the end of the talk. It usually just means a different program.

How to Get Hometown Heroes Jacksonville Assistance: The Steps

  1. Verify your occupation first. Before anything else. This decides whether the rest of the plan is real.
  2. Check your county income limit. Against your actual household situation, not a chart average.
  3. Get pre-approved. Credit, income, and assets reviewed so you know your true price range.
  4. Complete homebuyer education. Do it early. Do not let it become the thing holding up your closing.
  5. Find the home and get a signed contract. The reservation process needs an executed contract.
  6. Reserve the funds. First come, first served. This is the step where waiting costs you.
  7. Close. Move in within 60 days.

Common Mistakes to Avoid

These come up on nearly every Hometown Heroes Jacksonville file:

  • Assuming it is a grant. It is a lien on your home that gets repaid later.
  • Assuming your job does not count. A hospital cafeteria worker qualifies. A school custodian qualifies. The list is broader than the headlines suggest.
  • Assuming remote work is fine. It is specifically excluded.
  • Waiting to check eligibility until you have a contract. Verify at the start, not at the deadline.
  • Skipping the education course until the end. It delays closings every single month.
  • Planning to refinance in two years. A refinance triggers repayment of the second. Factor that in now.
  • Assuming funding will still be there. It is finite and statewide.

Expert Tips From 25+ Years in the Business

  • Get your employment verification handled early. It is the single most common holdup on these files.
  • If you are a veteran, ask about pairing assistance with a VA loan. The combination can be powerful.
  • Compare the assistance against a lower rate without it. Sometimes the assistance wins, sometimes it does not. Run both.
  • Remember the second mortgage when you think about refinancing later. It changes the math.
  • If your spouse has the eligible job and you do not, that is fine. Only one of you needs it.
  • Ask which version of the program fits your income. The two income tests produce different answers for the same family.

An Example

Illustrative example (not a specific client): A Duval County school employee had been renting for years and assumed she made too much to qualify. She did not. She also assumed only teachers were eligible, and she works in food service. Also wrong.

We verified her occupation, confirmed her income against the county limit, and got her pre-approved. She completed the education course while she was still touring homes, which kept her closing on schedule. The assistance covered her down payment and a good chunk of her closing costs.

This is an example only. Any figures would be an estimate based on the information provided. Rates and terms are subject to change, and all loans are subject to credit approval.

  • Repayment is triggered by sale, refinance, deed transfer, payoff of the first mortgage, or moving out.
  • Eligibility depends on full-time employment with a Florida-based employer that has a physical location.
  • Fully remote workers are excluded. Hybrid workers need three or more days on site.
  • Only one borrower needs a qualifying occupation.
  • You generally must be a first-time buyer, with veterans often exempt.
  • A HUD-approved homebuyer education course is required before closing.
  • Funding is finite and statewide, awarded first come, first served, and it does run out.

Hometown Heroes Jacksonville: FAQ

Is Hometown Heroes a grant I never repay?
No. It is a non-forgivable second mortgage at 0% interest with no monthly payment. You repay the full amount when you sell, refinance, transfer the deed, pay off your first mortgage, or stop using the home as your primary residence.

Does my job qualify?
The categories are healthcare, K-12 school staff, first responders, public safety, court employees, childcare, and military or veterans. The official list includes over 50 titles and is not exhaustive. If you are close, ask.

I work from home. Can I still use Hometown Heroes Jacksonville assistance?
Fully remote employees are not eligible. Your employer needs a Florida physical location that you work from or report to. Hybrid employees qualify if they are on site at least three days a week.

How much money is left?
The balance changes daily as loans are reserved statewide. Any figure printed on a website is out of date the moment it is published. Call or text me and I will check the current status. The 2026 round opened July 13, 2026 with $50 million, and a September 21, 2026 lender bulletin showed more than $25 million remaining. Funds are first come, first served.

Can veterans use Florida Hometown Heroes?
Yes. Veterans discharged under other than dishonorable conditions qualify when they work full time for a Florida-based employer. Active-duty, Reserve and Florida National Guard members qualify through their service. Program guidelines apply and may change.

Can I use Hometown Heroes with a VA loan?
Yes. Hometown Heroes can pair with a VA first mortgage for qualified buyers. Because VA may require no down payment, the assistance can help cover closing costs, subject to program rules and credit approval.

Do veterans have to be first-time homebuyers for Hometown Heroes?
Generally no. Veterans and active-duty service members are typically exempt from the first-time buyer requirement. Your lender confirms this for your specific financing option.

What are the income limits?
They vary by county and household size, and the two versions of the program measure income differently. I will check your specific county limit against your household rather than quote you an average.

Can I use it with an FHA or VA loan?
The assistance pairs with FHA, VA, USDA, and conventional first mortgages. For veterans, combining it with a VA loan can be especially effective. Program guidelines apply.

The Bottom Line

If you serve this community for a living, Hometown Heroes Jacksonville assistance is worth a serious look, and it’s worth checking availability before you write an offer. Verify your occupation first, check your county income limit second, and get the education course out of the way early.
